Club team-mate Chris Smalling has also made the cut, taking the place of injured Rio Ferdinand, whilst Wayne Rooney and Ashley Young make it five representatives from the Premier League champions.
There are six players from Manchester City included, whilst the main absentees are sidelined duo Michael Carrick and Jack Wilshere.
England sit top of Group G on goal difference, as Montenegro are hot on their heels in second place – both have 11 points.
